Though reminiscent of Civil Rights-era marches, this scene took place just four years ago, in the lead-up to the election of the first black president ofthe United States. Protesting what they viewed as a county-wide effort to suppress their votes, students at Prairie View AM Un stanley cup iversity marched together toward a courthouse in rural Texas. It was very reminiscent of the March on Washington, says Joy Patterson, who was a graduate student at the time. She remembers bonding with the crowd as they walked in unison, and being just amazed at how organize stanley cup d and passionate everyone was.Prairie View AM is a historically black college with a student body of 8,900 in Waller County, Texas, about an hour northwest of Houston. And the protests that spring from its campus are casting a harsh light on racial tensions that still exist in this part of the county.Waller County, says Frank Jackson, the mayor of the city of Prairie View can best be described as ground zero in the long march for slavery to freedom here in Texas. Indeed, the state large-scale slave plantations had their origins in Prairie View, and the campus itself was built atop a former cotton farm. In a precedent-setting 3-2 vote, the FCC enforced a adidas campus policythat guarantees customers open access to the Internet.The commission did not levy a fine, but ordered the companyto stop cutting off transfers of large data files among customers who usecertain file-sharing software.Comcast said its practices are reasonable that it hasdelayed traffic, not blocked it and that the FCC so-callednetwork-neutrality pri nike dunk nciples are part of a policy statement andare not enforceable rules, the Associated Press reported.The FCC action arose when bloggers reported that Comcastcustomers using file-sharing software such as BitTorrent noticed theirtransmissions aborted prematurely.Josh Silver, executive director of the public interest groupFree Press, which was among the groups that filed complaints with the FCCagainst Comcast, told the Online NewsHour that his group could not be morepleased with the ruling.The FCC ruling today sends a clear message topolicymakers, the public and Wall Street t af1 hat the FCC will not toleratecompanies blocking or slowing down Internet content, he said, adding thatthe ruling marks the first time the government has punished a company forblocking or slowing down Internet traffic.But National Cable Telecommunications AssociationPresident Kyle McSlarrow said in a statement that the decision is proofthat engineering challenges on the Internet should be solved by engineers, notgovernment officials.
